Serge is passionate about the TMT industry and has over 20 years of experience in IT- & telecommunications law. Previously, Serge practiced at Baker & McKenzie (where he headed the European IT practice) and at Stibbe. He has extensive experience with drafting and negotiating sourcing and transition contracts, SLAs, BPO, infrastructure and all IT agreements from implementation to SaaS; managing international IT projects. He is an expert on industry specific regulations, including software, cloud, privacy, information security, frequencies, interconnection, network infrastructure. Litigates in IT-, media- and telecommunication disputes (both in civil and administrative court).
He is a Telecommunications Law professor at the University of Leiden and Computer Law/Institute lecturer at the VU University. He received a Ph.D. on “Interconnection Regulation and Contract Law” from the Tilburg University. Various publications on IT- en telecommunication law. He is an arbitrator at the Foundation for the Settlement of Automation Disputes (SGOA) and teaches e-commerce, IT contracts, cloud, IT security and telecommunication law for, amongst others, Kluwer and Law@Work.
